Ray Garfield provided site acquisition, assembly and financial advisory and support services on this project, and successfully advocated passage of the bond referendum that funded the entire development. Mr. Garfield facilitated assembly of the 20–acre site by optioning the ideal sites for the County using an attractive “involuntary conversion” tax treatment in which landowners allowed “friendly condemnation” in a cooperative negotiation with Dallas County.
