This essential $62 million, 208,000 SF six–story facility reflects through classical elements the symbolic and functional aspects of the court while complementing the progressive downtown urban architecture. Projected to fulfill all the City’s space requirements for the next 25 years without expansion or addition, The facility was delivered on a fast track schedule. Under a creative installment sale delivery, funds were raised through the placement of AAA–insured tax–exempt certificates of participation. The certificates are secured by annually appropriated installment payments from funds isolated from the City’s general fund, and the City will own the facility at the end of the lease term. The financing is “off–balance sheet” to the City, did not require voter approval, and will not impact the City’s debt capacity. Our diverse development team included minority business enterprises at every level. The facility was completed ahead of schedule and $800,000 under budget in November 2003.
