Garfield Traub Development and its Nevada development partner were selected to develop, design, and construct this $17 million police and firefighter training complex, located in Reno, Nevada. Washoe County, the Cities of Reno and Sparks and a local Community College District will all utilize the Complex.

The Complex consists of a 37,627 SF Administrative Building with classrooms, multi–purpose, office and conference space, a lobby, locker and shower space, and a burn simulator control room; a Burn Simulator Building; a High Drill Tower Building for emergency response training; a Vehicle Maintenance and Storage Building; and a Shooting Range Support Building. Also included are an Emergency Vehicle Operation Course, a Shooting Range, and a Confined Space and Trench Rescue Prop.

Imminent flood control issues and insufficient County funds created the need for an alternative to general obligation bond funding for this essential facility. Garfield Traub and its team raised the necessary funds through the issuance of tax–exempt certificates of participation (“COPs”), allowing the County to build immediately and keep absolute control of the facility and its design. The COPs are secured by annually appropriated lease payments from the County, which will be offset indirectly by revenues from a sales tax bond issue. Payments will be further offset to the extent that space is leased to other tenants, and the County will own the facility debt–free when the bonds are fully paid at the end of the lease. Financing was placed in September 2000. The facility was completed under budget and ahead of schedule in November 2001.
